First off, after coating the HOT side of the peltier (plug it in for a sec or two, NO LONGER, to find out which is the HOT side if you aren't sure) with heatsink compound, Tom recommends that you glue the peltier to the waterblock assembly for stability. Here you can see where I used super-glue to secure the sides and corners.

Do the same with the aluminum cold plate on the COLD side of the peltier, again for stability.

Finally, install the closed cell foam around the "stack" you just made, again securing with a couple of drops of glue. The purpose of the foam is to help eliminate moisture from entering the assembly, and once clamped down works well. We're not going to be getting into freezing territory here, not with a hot 1.95vcore P3-700, but the precaution is necessary for longevity's sake, as the unit can cool below the dew-point (the point at which, due to atmospheric pressure and humidity, water condenses out of the air). Here are two installed shots, minus the foam, so you can see the assembly better.
